Hi Vycheslav,
If the birds are Chinese phoenixes, then it is a more recent Chinese item, probably, otherwise it could be anything. First of all, is it porcelain or is it enamel on copper or brass base? The latter usually has more vivid colors.
However, in this case, even if it were the latter it is a bit too brightly colored. Closeup (partial) pictures would help seeing the details of the decoration better. Nevertheless, this has no antique or traditional Chinese design as far as I can see. The colors and color combinations are not right for classic Chinese designs.
