what is this object?

Hello, could anyone explain to me what is this object,when and where it was made. It is in porcelain and measures exactly 2x2x3.5 inches it is hand made and hand painted. crackes appear underneath the glazing. Thank you.

Without pictures of bottom and top it is difficult to estimate age.
This is either for a candle or a brush holder.
