Authenticating the author and the time the time and the piece that was produced
by: Chen Yingchaw

It is a mirror image. Just flip it to get it right. Before you do so you will need to turn it 90 degrees clockwise.
Now, the character that stand alone on top is 文 meaning script, scriptor or marking.
The character on the one side is 蕭, Hsiao, a family name.
The two characters that stacks by the side of Hsiao are, from top down, 尚民, Shang Min.
尚民 means people first. It's a name given by parents that reflect the on going political belief. The name itself revealed that the porcelain ware concerned was made after 1949 the year People's Republic of China came to being.
I would presume the image given is part of a greater image with Chinese scripts such as a poem.
At the end of it marked the writer who wrote:
文 蕭尚民
meaning
written by Hsiao Shang Min.

This doesn't look like a proper mark and is partially difficult to read.
