Appears its be re decorated to try increase value ?
It would have been plain gourc with simple light blue decoration ?

Yes you are right. Looks as if they thought adding some decoration would increase value.

Still an interesting standard sample. This is the first time I have actually seen this mark on someone's item.

There exists a Ming dynasty Jiajing reign mark with the same characters.
I don't like the brown color of the foot rim, though. Maybe you could upload pictures of the whole item?
