TONGZHI mark, dragon bowl question!!

Hello there. I just had a question about this bowl. I believe it to be Tongzhi mark and period but was wondering if it was actually from that time period. Also, I wanted to know about the quality and how it compares to other artists. Thank you very much for your time

Yes, this is a Tongzhi mark. Usually, items with this mark can be either Tongzhi or Guangxu; the following reign often used the mark of the previous one, at least at the beginning.
But, the green-blue interior in combination with the shape is typical for the Tongzhi period.

The quality of work is typical for this sort of bowl and period, while dragons are less frequently seen in the decoration of such bowls.
