Hello,
This is a famille rose plate. With this single small picture it is difficult to tell if it is old or new.
Hoever, the red color of the floor is a bit unlikely for the 19th century. Generally said, the people are also painted in a way that they look more like late 20th century. This would require larger pictures for verification. The hairdo as far as it is recognizabl is just not right for Qianlong either.
Marks are often added for decoration and are relatively unreliable for deciding age/origin of Chinese porcelain.
