Porcelain Figurine signed Asian calligraphy handwritten green paint, also blue symbol manufacturer mark with numbers 17/512

Thank you for this opportunity to identify a porcelain musician figurine I have. Please see pictures of identifying marks. It is wonderfully detailed, I've seen Dresden that has similar quality, but these makers marks don't match. I assumed the numbers 17/512 means it was a limitied edition. I can feel the marks, both the blue and the green as if they were put on after firing. Any help is appreciated, I've been searching off and on for several months utilizing some great websites including this one with no luck. Thanks in advance.

The green is Japanese. It seems that something was noted down and is not a mark.
The blue is a date. Depending on when it was made it is year/month/day, thus 2nd of May, year 17 of ___ . The underline uses the emperors name. Japan still counts this way. The following years are year 1 of the reign:
1868 Meiji
1912 Taisho
1925 Showa
1989 Heisei

There is something looking like eyeglasses below that. I guess this could be the actual mark.
