Hi Joanne,
Thanks for the additional pictures. The conical part with the wave pattern shows clearly that it was made by transfer printing. This will place the item at the earliest in the first half of the 20th century, or later. That is about the time the first transfer printing was used by the Chinese.

Thus, the pipe is more recent, vintage at the most.
I will upload a vintage water pipe to show you that it is similar.
