I recently have found something which looks like old chinese porcelain pipe, hand painted. Can you tell me something more about this item, period of production, what it was used for?

Thanks a lot, bottom dosn`t have any marks and looks quite new but on the other hand I`ve serched everywhere for item like this one and couldn`t find anywhere so maybe it could be quite rare to get for collectors. What do you think, does it have any value?
