the one's in the museum were from the 17 hundreds and that is what the antique dealer told me as well, except he said it was Chinese, I believe it to be Japanese.

Hello Peter, I am pretty sure that this vase is Japanese, I Googled Japanese porcelain museum and after hunting I found several Japanese bottles that look the same, but I have not seen one of this size the largest bottle I found was 14" tall, where this one is 22 1/4", thank you for your expertise on Chinese porcelain. From Stan.
Hi Stan, Was there an age given?

Hi Peter, the bottom of this vase dose have a glaze, it is just not glazed around the bottom rim, I did not use a flash on my camera, and that is why it looks dull, but it is glazed.

Hi Stan, No "expert", but I can give you an opinion. Well, I feel the same as you. It looks rather as if it were Japanese. The base and top rim of the neck would all be a bit strange for Chinese porcelain. So seems the shape of the lower part, where the "belly" apparently connects in a straight line to the foot. While not entirely impossible, I would expect this part to be rounded in Chinese porcelain. The painting style and decoration resemble that of Japanese plates I have seen many times. But what really is puzzling is the fact that the bottom shows a raw, unglazed brown bottom, like the Ming dynasty bottoms, while the tone of the blue color looks more like late 19th century blue (Yanglan).
These discrepancies combined don't fit into the overall picture of antique Chinese porcelain, for me.
