Hello John,
Yes, the pictures confirm that it is either late Qing or early republic.

From the pictures of the bottom I got the impression that the ceramic body could be older than that.
But the dragon cannot be much older. Could be that the decoration was added later on a white, undecorated body.

Hi,
This plate has a spurious Chenghua mark. It would need closeup pictures to inspect age better, but from the way the dragon is painted it is likely late Qing or republican porcelain.
