Help to identify this chinese vase?

i am currently trying to research some information on this vase. I have struggled to find a translation of the mark on the base and was hoping i could find help on here. Any ideas of what the mark says and what the scene depicted on the vase is it would be much appreciated.

I do not know what is depicted on the vase. The mark says "Yitaili Art Porcelain".
Judging by the colors used and decoration style the item should be 20th century, probably second half.
