I can't tell from the decoration, but would think at least somewhere in the second half of the 20th century.

Actually, it is the first time that I see ANY Chinese product with a safety warning. This alone makes me think it is more recent, as China is making efforts to get their exports more acceptable.

Don't know what they gray strokes are. They don't seem any readable characters.
