Help Identify this stem cup with Qing characters please

Needing help to identify this cup which features opposing dragons on white reserves contesting the flaming pearl on a café au lait ground. The four characters indicate Qing-This cup was brought out of Tibet in the 1950s. Does any one know if this could be a genuine cup, the approximate date, possible price or any other related information please.
