hand painted, blue on white

Hi,
First off I am not 100% sure that this item is oriental and therefore comes within your remit.
Dimensions; height 9.5cm : diameter top 23.5cm : diameter foot 12.5cm. I am fairly sure that it is hand painted and I can not see any mark to identify maker/artist.The white spots on the rim may be domestic paint.
