Hi Stan, For once I can give you a very clear answer. The mark is "Jin Sheng Sheng Zao", or Made by Jin Sheng Sheng (two different characters read "sheng"). According to a Chinese explanation on the Jingdezhen website, Jin Sheng Sheng was a porcelain figurines workshop founded by a famous figurines craftsman, Jin Da-Hong (1904-?), of the republican period.
(In China the republican period lasted from 1912 to 1949.) He seems to have been very well known during his time.
If you do an image search on google.com.tw (not google.com) using "金生盛" you will find many pictures of figurines the workshop made.
