There is nothing Chinese at all in this. This is typically Japanese.
Basically, this is a Sake jar, a miniature porcelain copy of the large Sake containers (or casks) which are covered on the outside with straw mat-like material that is fastened with rice straw ropes.
The handle is the same as the typical handle used on Japanese tea pots.
Consider this jug to be from a Japanese rice wine producer, sold the same way as other liquor bottles, with a different shape to make it more attractive to customers. I cannot tell you how old this would be, but such jars are probably still produced.
