is it old or more recent design? does it have any value?

Hi Marzena,
This is new or modern.
Neither mark nor text on the back are legible Chinese, at least not on these small pictures. Looks as if someone who cannot read or write Chinese scribbled the characters, trying to make them look Chinese.
