Hi Ping,
This is a fake, I think. The shape isn't quite right for a traditional Chinese item. The painted decoration is western style. And the mark looks as if the person making it did not know Chinese writing.
This at the same time excludes Japanese also, in my view. The Japanese language uses Chinese characters also. They wouldn't write like that.
