Chinese character and artist marking question

Hello Peter, I know this is only for Chinese porcelain but i just wanted to find out what this translates to. Thank you very much

The title says "Diao Chan prays to the moon". Then there is a cyclic calendar year which according to the painting style can only be 1998.
