This looks like a bamboo brush holder with low relief carving showing landscape of willow tree, pine tree and rockery. The theme is consistent with traditional Chinese stationary group. I think Peter is right that this does not look so old.

Highly quality brush holders have very intricate high relief consisting fine facial details of people, calligraphy and/or seal marks.

Yes, this is Chinese. Not very old probably.
I would recommend you try asianart.com. They are more likely to have someone specialized on this type of item.
