Hi Joanne,
This is transfer printed.
A Japanese style decoration depicting plum flowers, I assume. The handle is also Japanese style.
You call it bowl, but does it not have a spout? If it hasn't but has this type of teapot handle, then this is one of the the strangest things I have seen.
