Any info on when what who and where, would be appreciated. What would the approx value be?

This is a recent item. The colors and decorative style look more European. Either it is modern Chinese or European.
The affixed Qianlong stamp is only for decoration and could be added by anyone. The other two stamps also are found on more recent items.
