Yes, it is a 38. This friend I have is visiting China and was told they were antique. He has been so helpful to me I am trying to return the favor. He said the person wants at least $650 apiece for these figurals. I told him I would try to find out for him. So thank you very much for you help in this matter.

Hi, I still cannot see the characters clearly, but is there a "38"? Any marks with arabic numbers are likely post-1960.

The blue color and style is also looking like something from the last few decades, at the most. So, not antique. If you are looking for something antique or rare, don't buy it.
I know that this type of item is probably still manufactured now, as I see it frequently. These figurines could be a few decades old, but it could as well be brand new. They are not a rarity. I don't know if it is made for the tourists, or if they put them actually on the house altar.

Images are too small to see details clearly, but from the shape alone they look as if they were made more recently.
